It'll occur. The question is when. Sadly, what it will take to be able to do it is immense amounts of advancement in the field of neuro-science, and that field is slow going, seeing how difficult it is to study.

It will happen, but as another anon has pointed out the question is when.
It truly depends on the creation of an AI with human intelligence.
Once that is created it's a snowball into what you call the technological singularity.
My guess is that it will occur in approximately 200-500 years. Maybe more.

Think about quantum computing.
