If its funded by NASA (aka the government) then yeah, but that's because of bullshit politics and cost plus contract harvesting.
Private sector is less, dependent on funding.
Starlink was started up in 2015. It took 3 years to launch two prototypes, and less than another 1.5 years to put 50+ working models in space.
Less than 4.5 years for a working satellite to be in orbit, 100% privately funded. That also includes the time it took for the FCC to actually approve the two "tintin" test sats, and later approve the functional ones.
