This is the work of a designer. Not an engineer, a designer. Projects of this scale have design teams and committees. They didn't put a pair of features on it which speak the same design language, or any design language at all. Even the texture and colour couldn't have possibly been chosen any worse. If it was like some seamless white blob it would have even been easier to clean and more visible.

One example, the base of it is slimmer before the cut-out than the head. Every normal thinking person would have made these two sections the same width

Then again the lights, shape, positioning and colour are all horrible and the panel gaps look insanely cheap. Hell even construction site toilets look better built than this thing and this is meant to operate among customers.

Did cocktail napkin math on this. The grocery store I used to work at spent ~$20k per year on floor monitoring. Every half hour an employee would walk the entire floor looking for trip and slip hazards. This was required by our insurance company to minimize lawsuit payouts for negligence. This robot can do that same job and it does it continuously instead of one every half an hour. Not only does this give the store and insurance company a defense in court against rulings of negligence, it also makes the store safer and more pleasant.
Of course the robot itself, which isn't much more than a downwardly angled set of cameras on wheels, does take up some space, so it can end up being in the way of customers, frustrating them. And as a few images have shown, it's possible for the robot itself to knock something over and then track the mess around. False positives also happen. It's early days and the robots will improve. The capital expense will decline, people will become more accustom to seeing them, and the software will get better. It will follow a similar adoption curve that self-checkout machines have.

Several reasons but the simplest is that the robot can be tried out very easily. Retrofitting a store with thousands* of ceiling mounted cameras is a large investment. That doesn't mean it won't end up being a better solution but it's one with a high cost to experiment with. The robot is relatively inexpensive and if a particular store decides it doesn't fit their needs, it can easily be stuck in the back of a van and deployed an hour later at a different store.
* Yes, it would need to be thousands due to the required resolution of the image of the floor and the angles involved for coverage similar to what the robot achieves. The "best" form would be a drone that flies around the store but customers are going to freak out if there's a drone flying around. Second best would be some sort of spider like robot that climbs over the top of the shelves and looks down, being able to adjust its view when needed. Once again this would not be accepted by customers. Rail mounted cameras are another option but likely would make people feel like they're in a prison.
This robot is basically R&D. It's unlikely that five years from now that there will be robots that look like this one roaming around every grocery store. But lessons will be learned from it and some other form of monitoring system will be implemented, perhaps the array of ceiling cameras you asked about. But the concept needs to be proven first and the actuaries need to crunch the numbers to see if the decline in injury claims makes it worth the expense.

Wal-Mart has been testing shelf scanning robots that look similar to the one OP posted. As far as I know they weren't also purposed for detecting spills. What probably is happening at Wal-Mart is that they're moving the robots from store to store because right now the purpose is to gather data on their effectiveness and how much of a disruption the cause in normal store operations. Years ago I saw a documentary about mobile doctors and surgery teams in Soviet Union. They travel every some weeks to rural villages in lonely Siberia, Mongolia, Ukrainia, Kazakstan whatever, and perform ambulant treatments for local citizens.

First they build up the medical equipment and then sterilize the air and surfaces in the community halls, classroms etc. where they do the operations.

IIRC they used high energy, high pressure mercury gas discharge lamps with 1.5 or 3 kW power.

Put the lamp in the room, all humans leave the room, switch on the lamp. Flies and bacterias dead.
