Dumbass, it has 23 different cameras, several of which are high res. They just keep their shutters closed until the dust settles. These particular pictures are taken by its hazcams (pic related) that enable it to see where it's going. They're grayscaled because they only capture one wavelength of red (~625nm), the pictures are blurry because of the dust, and the cameras are fisheyed in order to increase FOV.

Mars is very far away with only the barest of communication infrastructure in orbit, and the rover just landed. It'll take time to upload higher quality photos and videos. In the meantime, NASA had the rover upload a low quality image that was quick to send so that they can verify that the rover is in one piece. Better images are coming.
