It would cost way more than is feasable though. I don't think that we could build something as cool as Rapture today, even if every nation in the world teamed up on it. It's just too expensive + a mostly untested field of construction suddenly being tasked with something way beyond the league of what we're sure that we can actually safely build.

Although, it really depends on the depth we're talking about. In a couple hundred feet of water, that actually isn't so impossible.. just impractical. Challenger deep? Currently, astronomically impractical, and likely impossible. That or it wouldn't last long before some mass-implosion catastrophe occurs due to the slightest error in construction; even a single weld out of place could doom the entire city if all the buildings are linked (which they would probably need to be). So yeah pretty much impossible.
