So, if the blue part is what they are testing, SN9, then what is the red part? Has it ever been tested? Is the blue part even supposed to actually launch from Earth, ever? Can they both launch from Earth and land?

The red section is the first stage "super heavy booster" or just "super heavy." The first prototype is under construction but it hasn't been tested yet. It will require nearly 30 engines which would outpace the current production of engines, and its final design is somewhat dependent on the final design of starship, the blue part.

Starship might be able to perform a single stage to orbit without superheavy on paper, but without any usable payload or landing equipment so it'd be pointless. It is designed to take off without superheavy from moon or Mars.

The red part has pretty much the same flight profile as the falcon 9 booster, so being mostly a scaled up version of a falcon 9 there is less new
thing to test. Also, the fact it will require about 30 engine, makes it too expensive to do test with a high probability of failure like for SN9.
