Stirling Engine conjoined into a stationary frame.

The issues you have are:
The trampoline will receive some of the ball's kinetic energy(nothing is 100% efficient) and change it into something else while the remaining is changed into elastic potential energy which gets the ball back up.
Newton's law means that the magnet will not keep it up(3rd law)
To power something is the biggest issue. Remember, energy cannot be made, it can only be transferred. Thus, to be able to power the bulb, you would have to transfer amounts of energy that significantly cut the ball's gravitational potential and kinetic energy.

I just tried it OP. I even evacuated the tube of gas. It will bounce 5 or 6 times then drop. It also output amounts of power small enough to be compared to a seismograph.

After reducing the ouput and shaking the tube again, the ball will bounce 8 times. It's going to be very difficult to keep it up due to scalar gravity(meaning you will need a giant tube and there will still be more input than output).
