How come quantum particles don't consider the paper (at the bottom of this illustration) an observation device, but cameras, eyes and photos it act's predictably for?

Me no think good but this is wierd right? Shouldn't the particles act in the observed manner if the paper itself is a tool to an observer?

It does.

The difference is that the observation of the electrons happens before passing through the slits.

What are electrons? They are perturbations in a medium. But what is said medium? No one has even begun to answer this latter question.

the double slit experiment was published after realizing the equipment was faulty. I don't think this has been corrected in mainstream distributions.

I believe it is more accurate to consider an "observation" as any interaction with another system.

No, a field.

If you knew any physics you would know that this "medium" has been addressed for about 120 years now
