Depends on what you call reactor. Put an alpha emitter next to a piece of beryllium on a desk and that's going to generate neutrons and of course they can be captured by any nearby matter including the desk.

Well yes but I'm talking about ways that also don't kill the person conducting the experiment. And obviously you would want to target the neutrons not just release them in random directions.
