They could probably be classed as a different species. There are many species that are genetically closer to eachother than europeans and africans are to eachother and yet they are classed as different species.

There are plenty of examples of separate species mating and producing fertile offspring. Homo neanderthalensis and homo sapiens could produce fertile offspring, for example. The situation is similar with african blacks and eurasians.
