Not any reason I can think of other than it may be hard to find a place to stuff one in. A Starship variant with a plasma magnet sail is certainly possible.

First of all you can't use the raptors to slow down. You need to use the raptors to get away from Earth's magnetosphere so your plasma sail works. Second, plasma magnet sails can reach top speeds of ~400 km/s, so chemical propulsion is essentially useless to slow down, and in fact you can't use aerobraking either. Realistically, we would not use plasma magnet sails to get to Mars faster, we would use them to drag much more mass along with us to Mars. A 4 to 6 month trajectory is not an issue. A 1 month trajectory sounds nice but in reality you can't even slow down once you get there so it's actually a terrible idea. Rather, a plasma magnet sail lets you pull payloads as heavy as anything you can throw beyond Earth's magnetosphere all the way to Mars or beyond.
So, dispose of the idea of getting to Mars faster than 4 months, to start. Also dispose of the idea of using plasma magnet sails as a means of reaching really high speeds, unless you are sending out fast flyby probes or sending things to Neptune (the only planet with a big enough magnetosphere to let you slow down from top plasma-sail speed). Instead, think of the plasma magnet sail as a way of letting a ten ton vehicle drag a billion ton asteroid onto a very different trajectory given a few months to work.

This requires a certain amount of delta V, in order to drop down to the maximum velocity you can have and still be in an elliptical Mars orbit. Depending on your incoming velocity, this eventually becomes impossible with Starship's TPS, and really with any reusable TPS coating, because the peak heating becomes just insanely high. Entry heating rises with the cube of the velocity or thereabouts.
Capturing from higher velocities is a really hard problem because it works against you in every aspect. You're going faster, so you need to slow down more. You're going faster, so peak temperatures are worse. You're going faster, so you're spending less time actually down in the atmosphere before your orbit pulls you back up away form the surface. All these factors compound in such a way that to capture at Mars from higher velocities you need to dive significantly deeper into the atmosphere and experience WAY more heat load in order to slow down into a highly elliptical capture orbit. From there you can of course do as many little baby aerobraking passes as you want, but capture is a pass-fail event with one shot to perform.

With that in mind, you can't use the fastest possible magnet sail trajectory to get to Mars in a few days because you don't have a fusion torch engine to slow down with and if you try to aerobrake from ~400 km/s to ~4 km/s you will either vaporize and get crushed by deceleration gees or you will pop back out of the atmosphere after being inside it for just a few seconds in total, then continue off on a solar escape trajectory because you didn't even slow down enough to get recaptured by the Sun's gravity.

Thats a problem only if you think you need the 1g on extremely large scale on mars. Which is likely not going to be the case. Whatever relevant amount of structure that can handle on mars will handle the population of million+ just fine. The same can't be said of gigantic space structure due to stress/shear from the material engineering standpoint. Giant space station with material science for the foreseeable future is a death trap. The same can't be said of mars. Mars can have material science from 50 years ago and still be safe. Then there are issues of logistics of building such a large scale structure in space vs mars, radiation, lack of natural resources, that possibly of anything large scale in space quickly becomes stupid.

You're correct, which is why the first colonies in space will be on the Moon and Mars. However, once we are living and growing on Moon/Mars, it's not that big a leap to start colonizing the asteroid belt, and to do that you're kinda forced to live in spinning bottles. Even though it's harder, eventually the growth in the asteroid belt will exceed the maximum practical carrying capacity of any planet, simply by sheer numbers of spinning bottle ships you can build out of even 1% of the asteroid belt's mass.
The overwhelming population cap of the asteroid belt will result in orbital habitats eventually becoming the dominant way of life among all of humanity, and certainly for any colony offshoots that make the trip to other stars. If you show up at a new star with your space habitat fleet and all the planets are Mars-like at best and just generally shitty, you're not going to bother actually colonizing them, you're just going to send down enough industry to start strip mining and sending shit back up to your fleet, building out another swarm of habitats. Every now and then you may find a planet with life or near-habitable conditions and decide to terraform it and keep it as a sort of nature park world, but everything dead is getting mined down for materials, and a lot of arriving fleets won't even give a shit about planets enough to care about alien life or almost-Earth-clone planets.
