Just use them to build Glasgow-style micro-subways then. Deep running Glasgow-style micro subways in dirt-cheap Boring Company tunnels would be absolutely killer for lower-volume infill routes to close gaps and connect nodes or spokes on pre-existing subway systems. It'd have similar capacity to light rail for slightly more money but with higher speeds and no susceptibility to weather or traffic.

Speaking from personal experience cities like LA need a quick way to get from one end of the city to another more than it needs a bunch of stops in the middle.
