Usefulness and risk of hurting other people are part of the equation. Trump wasn't the real problem, the real problem was the EU, specifically the more-or-less unregulated travel within the Schengen Area. The US shut down travel into and out of China pretty early on (I wanna say third or fourth week of January if I'm remembering right), but the EU didn't suspend travel to China for weeks after and was basically accusing the US of paranoid xenophobia right up until Italy reported it had several hundred cases and by then it was too late.
