If you go to a school that's ranked 19, you say you go to a top 20 school, not a top 100 school. if you go to the number 1 school you say you go to the number 1 school, not a top 10 school.
similarly, "ivy league" has the connotation with being highly ranked but there are the schools that I mentioned that are ranked below many other schools that aren't ivies. so of course you'd frame it that way to give the impression that maybe you go to Harvard or something when in reality you go to an overpriced school in the middle of nowhere.
