its something thats malleable. you can easily make your own form of it to suit your argument. its a tabula rasa. most memes are just 'heres a format now make your own shit'. mix that with a popular website that hadn't had any widely appealing mascots prior (no yotsuba doesn't count) and elections, you have people making their own 'my argument is good because this funny little frog supports it' combinations. you can see this repeated with the 'virgin vs chad' meme and wojack.
theres also the snowball factor, some things get popular purely because they were already popular as a byproduct of ego and social integration.
