I think all good arguments against quizzes can boil down to:
-they're often badly made, that is, ambiguous in the wording of the questions, and sometimes two answers seem plausible and the quizz creator expects you to guess which one he had in mind
-they don't test your ability to reason and explain.

The freedom to randomly choose can be problematic, but this is mitigated statistically by adding lots of questions

IMO a lot of this could be helped by just switching to "multiple choice and explain" where you have the option/requirement to add your reasoning. I had one professor who did that for true/false, but it kind of replaces the harsh penalty with padded grades.
