If on average women gave birth at very early age, while men didn't became fathers till mid 20s, can we say women are more evolutionally advanced than men? As their generations updated more often than of men's?

Absolutely false. Evolution only happens when there's a fitness function. Nearly all women reproduce, while very few men have historically. So men are far more evolved. Only men with the very best genes reproduce.
