Realistically? There's a significant chance it doesn't exist. Not because its impossible, just because there's a decent chance the political will fails again to actually fully fund it.
If it does happen, which has no guarantee, it will largely be like the ISS. Similar living conditions, restrictions, responsibilities etc. There will be science done that can only be done under those conditions - investigations of lunar geology, studies of the effect of reduced gravity, radiation studies etc. EVA's will be much more common and important and unlike the ISS, a surface base has some validity as a waystation/assembly plant/etc for other projects.
