When I sum these two fingers with another two of the same hand I get 4 fingers but not everyone has at least 4 finger in each hand
For example in some parts of Africa it's really easy to loose some fingers so yes 2+2=4 seems a cultural thing

Obviously the symbolic representation is cultural, and perhaps less obviously a human's relationship to the object 2+2 = 4 is cultural (which might be what is meant by "the idea of 2+2 = 4." Moreover, the adoption of the axioms from which one proves 2+2 = 4 is a cultural choice. But the identity as an abstract mathematical object is independent of human existence.

Stupid people have likely always existed. I suspect that the prevalence of this particular brand of loud, outspoken idiot is a symptom of certain factors that weren’t present in previous eras. Poor education, indoctrination, and weak social structure empowers and emboldens these uninformed anti intellectuals to continue spewing their rhetoric. Social media for example gives any fool a platform and an audience, and there’s nothing in place to curb the spread of foolish ideas. I think the crux of the issue is that there is litte to no barrier to access to modern technologies. So while in the past, someone like the woman in OP picture would be limited to a small sphere of influence, now she (and those like her) can immediately transmit their poorly formed and unrefined ideas to a mass of other fools who act as vectors for the spread of idiocy. There’s an effectively limitless mass of poor thinkers out there and stupid ideas spread like disease through the herd.

No, its not cultural. But it is based upon the system in use.

In general we use a base ten system and arabic numerals to represent quantities from 0-9.

So 2+2=4 in a base 10 system or it could be 2+2=10 in a base 4 systems. Than depending on the work you are doing you could factor in uncertainty and error.
