Yes. The very evil American political family the Kennedys had it done to one of their daughters, who was just a little too spergy and hyper for their liking. A really poorly done, botched one too, even as lobotomies go. Then they put her in a filing cabinet in the midwest where she "lived" the remainder of her "life". They didn't visit.
