Nope in the sense that it can't give you true or false statements about the world, but serious philosophers of science don't generaly make that claim. Scientism and scientific realism are still found in pop-sci and media in general, not in serious academic discussion.

No. But that's not even scratching the surface. Most modern theoretical physics has 0 application, it's basically mathematics but less devoid of relation with reality. Mathematics is in much worse shape, literally a bunch of high IQ schizos discussing first order logical implications of assumptions they make about abstract crap that need to be phrased in a very specific language that only allows for the words "set" and "belongs". It's basically applied autism. Don't tell this to the scientists tho, or else they'll cry saying you're trying to steal them the "right" to receive government welfare.

a scientific theory, or any theory, is a description of our phenomenal world. trivially, a theory describes what we experience. this is a non negotiable definition.

a theory of x provides you with a description of x, and therefore provides you with the method to know if x exists or not. statements can have no truth value at all if they do not have a meaning (i.e if they are literally unreadable), and the only way to know the meaning of x is to have a theory(i.e concept) that describes it x.
