Both species evolved from one common ancestor. Then the ways were split, and 2 different kinds of common ancestor emerged. So there are 2 different kinds of monkeys. The ones that still stay at monkey level are different from humans. Those are not the same.

This is unironically true, but it's missing something else. IQ tends to be lower in those cultures because it's not as essential to their way of life. However, if you changed their lives to where they would need to use what IQ tests more, it would increase quickly to where they are same as white nations within a generation or two.
