The logic behind the change in policy is extremely simple. Masks without N95 classification do not reliably protect the wearer from respiratory illness, which means the only useful masks early in the pandemic were masks that were scarce and needed for hospitals.

What's different now is that there are millions of active cases. It's now plausible that if you're an essential worker leaving the house every day, that you're already infected but not showing symptoms yet. A face-covering will reduce your ability to spread the infection to others by catching the largest particulates, even if it won't protect you from getting sick.
