If you could get a high enough flow rate and find a way to get that much oxygen out of the air that quickly, then yeah it could temporarily put out a fire. But then once you stop blowing on it it will reignite because it will still be super hot. Water works cause it takes the heat away.

Burning something is a reaction with oxygen (high school level chemistry). When oxygen reacts with itself, there would be no energy released and therefore no flame or heat produced. It wouldn't work.
