They mandated in my area that any road being dug up should have plastic tubes that are used for fiber be put in. Almost everyone in my low density area can get fiber.
The community owned power company puts fiber on almost all the power poles they use. It's hard to find people now that doesn't have access and even those are planning voluntary work from retired electricians/fiber installers to get it done.
