No, particles are inherently stochastic. There is no "Underlying unknown determinism", it is inherently and unarguably stochastic.
From there, butterfly effects and chaos spread these inherently random initial conditions to even more complex and chaotic outcomes. For literally anything that's hotter than 0 kelvin, there is an inseparable element of fundamental true randomness that makes the system chaotic and unpredictable (if you define predictability by saying it must be perfect).
