A stiffener. It stiffens the end of the vacuum optimized nozzle.

Because that big nozzle is abit fragile without the pressure of the exhaust on the inside. So the ring is needed before the engine is turned on. But since the ring isn't needed while the engine is running, the ring is left to get pushed apart by the ehaust.
