Serious question - could a nation state or whoever develop a virus of some sort that would spread like wildfire and effect the brain in such a way that it would rid a human being of all evil? Or could we do this with genetic engineering?

Brains are nothing like computers.
Computers only store information they're given to, strictly follow algorithms, can't learn without data being added manually and don't behave intelligently in any way.
The brain doesn't store information/memories exactly like a computer either, it keeps replacing synapses constantly.

Anyway, this goes all the way back to MKULTRA. Eventually, when all of us are dead and the "Elites" inherit the Earth and all they had us build, there probably will be artificial wombs and a genetic slave race that loves to serve, has no aggression, etc. You would create a person the same way you order a pizza.
