As of 2016, there were 3,007 counties, 64 parishes, 19 organized boroughs, 10 census areas, 41 independent cities, and the District of Columbia for a total of 3,142 counties and county-equivalents in the U.S.
Most (all?) have them have independent school boards. And that's not even considering private schools.

It's like watching people argue about whether x is legal, as though the laws are the same everywhere.

Depends on your track. About half of students take precalc in high school. The rest do it first semester in college. Many students take calc 1-2 in HS. Diff EQ not so much.
