You are grouping things incorrectly. Sure there are Indian women in science in India. There are also Indian women in science in the US, but few of them because there are few Indians in the US.

"Brown" people in the US are mostly black people, who have low average IQ and don't succeed into STEM very often. Indian people are not black people, and have a different IQ distribution (there are many highly intelligent Indians, despite the average being low).

If studying came with a job guarantee everyone would do it, but as it stands it doesn't come with a guarantee. Why invest years of time, effort, and money just to not get a job anyway because you lack social skills or connections? The vast majority of brown women in those countries who don't have the opportunity to come to U.S. to study do not do that. Yes, enlightenment values are idealist and teach that matter is the result of an ideal. What happens is that a man who is interested in a thing, will display certain qualities. To the idealist these qualities are merely manifestations of that ideal. Therefore they presume any manifestation of that ideal will have similar qualities.
