Why didn’t spacex just make their boosters resistant to sea water and make them decelerate just before they fall into the ocean? Drone ship landing is cool but it seems unnecessarily complicated to develop.

It's difficult to do with a Falcon 9 rocket as the materials resistant to sea water have abysmal strength-to-mass ratios for rockets of that size. It really only works for rockets that are Sea Dragon sized. On top of that, the Falcon 9 was developed from the Falcon 1 which was never intended for sea splashdowns. SpaceX had to develop Falcon 9 reusability around what was available to them at the time.

There's very little overlap between materials suitable for rocket engines and materials that handle salt water well. The tanks are comparatively easy to make waterproof.

Salt + Metal + Heat = rapid oxidation
They would need all parts of the motor that get hot to be perfectly clean, like the type of clean you get in a clean room and when the engine bell, combustion chamber and turbo-pumps get filled with salt water it's probably going to be cheaper to just build a new engine.

Salt water is murder on technical equipment. Anyone without experience on commercial boats might not appreciate it but absolutely everything that can oxidizes. Certain materials catch fire. Others generate dangerous levels of static.
