I dislike this way of thinking about colors. What I would do is define red or blue light as light having certain wavelength. Then we have the ability to detect those wavelengths, but can be fooled by mixing different wavelengths. This way colors differ only by wavelengths. It also means with that definition, that your screen can only make red, green and blue 'light colors' but many different 'percieved colors'.

There is no way for us to understand the difference of "red" or "blue" or even if such a difference exists as the objects are in themselves. All we can say is that, for all of us, we have a phenomenally different intuition for both these things and we can share this phenomenon with others in a way that is consistent in our shared a priori categories of knowledge, which exist in us before any a posteriori knowledge or experience of any categories of intuition.
While of course the a posteriori knowledge of the intuitions of "red" and "blue" do not exist in us prior to experience, the categories of differentiation of them exist in us such that we can construct the knowledge of the differences within our a priori "channels" of the categories of our knowledge.
Thus the difference between red and blue is such that our a priori categories funnel the a posteriori intuitions into different categories of knowledge within us.

in other words ..... 650nm is red 400nm is blue .... and its always that way.

BTW if that doesn't define difference "it changes our brain patterns to place our "consiousness (whatever that means) in a state of x or y ".. then nothing is different from anything else.
