Is most hard science that has a practical use and has changed the world - has it been the result of accidental discovery or conjectural postulation?

Personally I think when a new rule of the world is discovered, it was discovered on accident. As was all things. No one in the history of anywhere said from the get-go: the answer to my scientific question is X where is was the absolute answer and the individual figured it out by using their own set of logic separate from what has already been discovered.
