The sine of an angle is a "transcendental" quantity that can't be easily expressed in a simpler way (hence the name and special symbol since antiquity). However we can approximate its value by using simple operations with the angle theta, like multiplication and addition. When the angle is very smol (close to 0), its sine looks like sin θ = θ + R(θ) where that R stands for 'rest' and is much, much smaller than θ itself. That's why when θ is close to 0 it's approximately true that sin θ = θ, but the joke in OPs pic is stupid because the inference is the wrong way around.
