To answer your question OP, I would just take a remedial course. A girl who sits next to me in math was perhaps the smartest girl in my class, except she didn't know how to use her time tables. The fact that she had to frequently use her calculator instead of mental arithmetic means the education system failed her. Privatize education now!

Go read some math text books. Its not like you can only learn things from books at a university. You can learn from books just fine at home. Universities are good when you need to do labs. If you want to be a mathematician or a theoretical physicist, you can learn everything on your home in your living room as long as you have the textbooks.

If your focus is math and physics, you'd probably want to start out with a general physics textbook and a calculus textbook.
My university used Physics for Scientists and Engineers by Knight as the general physics textbook, and Stewart's Calculus seems to be the modern standard for an intro calculus textbook.
Just buy older editions, no reason to drop $200 on a book.

If your focus is math, the post-calc 2 curriculum is generally differential equations, multivariable calculus and vector analysis, and linear algebra in no particular order. I think it would be a good idea to learn these along with the MIT open courseware videos and then find a textbook to supplement for problem solving exercises.

If you want to learn more physics, buy Taylor's Classical Mechanics and Griffiths E&M and QM. No clue what books are good for higher level fluids and thermodynamics, haven't studied those yet.

The hardest part is putting pen to paper. Without a minimum effort goal you will go after perfect understanding and feel like you are under pace. From experience, I am extremely happy I spent long amounts of time learning the fundamentals deeply - it feels like I can build anything on top of this wide and stable base.

I'm actually in the same position. My physics education was poor and I wasn't a great student. I have a master's degree in a non STEM field but recently felt the impulse to go back to the most basics of highschool physics. Just can't seem to figure where to start.

Not op but this thread has me setting Khan academy as my default start page. I'm just going to go through their entire math catalog. Is there a series of books I can start from the very base elements from early elementary school and go up from there?

education system is just a method to get you to educate yourself. they don't read books for you, but they do tell you what books to read. With the amount of access to information and free guidance on the internet that there is these days, there aren't many excuses.
