It seems if you look at each individual triangle and go clockwise there's always a pattern of arrow white Dot and then black dot, with no example to the contrary. So it does stand to reason that sea would be the answer by that elimination.
I see you have see selected in the image is it coming back as wrong?

The website doesn't tell me if it is correct or not. The shaded quadrant is left out on purpose. I think the answer is C as well as I think it would mirror correctly onto the shaded side... but I am not certain.

Just imagine rotating the objects in the corners of each triangle relative to the triangle. The confusing part is probably that the triangular sections aren't all facing in the same direction. This is quite a simple problem compared to the final few on the WAIS matrix subtest. If you look hard enough you can find that online too. I would not recommend it though if you want to be professionally tested. I made the mistake of doing so and now have to wait 5+ years or take the SB.

Imagine the triangles are clear glass with the shapes painted on the glass.

going clockwise, take the bottom triangle at 6 oclock, we are going to place it over the triangle at 8 oclock by rotating it and twisting it so the arrow at the origin is at the bottom of the next triangle but you are seeing through the triangle. notice how the arrow changes direction and the black dot and white dot seem to change positions.

Now do the same thing with the one at 8 oclock to the one at 10 oclock.

SO the answer is C. because it is rotated and twisted, the white dot goes to the 9 oclock position, the arrow goes to the 11 oclock position and changes direction, and the black do goes to the origin.

Next we see a pattern: going clockwise around the hexagon from the bottom, the figure is first rotated into position clockwise around the center, then the objects are rotated one vertex clockwise.

I believe the direction of the arrow may be a red herring, but maybe somebody here can make sense of it.

The direction of the arrow is not a red herring. Actually as you move the figures around the axis you are rotating them too. You can't see it because the other two are round, but the arrow is definitely rotating as it goes around the triangle.
