I imagine it’s partially genetic and environmental. The Flynn effect is very much real, but it doesn’t explain all of the racial IQ gap. I imagine the brain to body mass ratio is the primary genetic cause of the IQ gap, which is in turn caused by the climate of various parts of the world (Asians evolved in cold places and have large heads and small bodies, while Africans evolved in hot places and have small heads and large bodies)

I don't know about blacks, but it has definitely been shown that environmental and social factors can also affect IQ significantly among people that are of the same "race", depending on how you define it. For instance, if you accept that middle easterns and north africans are caucasian, as most scientists do, you can see a 1 SD gap between them and europeans. Lynn has also noticed that people from those regions scored 1 SD lower on IQ tests on entry to the US, in other words around 85 IQ, same as blacks. But second and third generation immigrants from those regions ended up with higher IQ averages, very close or in some cases higher than the national average. That is one example of a gap between two groups of the same race.

You can see a similar gap between asians such as japanese and filipino or native americans. Both are classified under mongoloid, and both are close to each other in a similar way of ME/NA people and europeans. Once again, there is a 1 SD gap between countries like japan or china and other ones like the philippines or laos. Although in both cases, the groups are closely related to each other, they have very different IQs, on par with blacks, even though they are genetically very far from them. In the case of ME/NA immigrants, it has also been shown that their IQ gap tends to decrease or completely go away by lynn itself.

Why does the black and white IQ gap still persist? I don't know, but to say environmental factors cannot cause such a wide gap is not true, as it has been seen from ethnic groups under the same race classification having wide IQ differences.

The IQ gap between blacks and whites are also lower in other countries western countries such as the UK

Likely yes. Intelligence is a highly polygenic, almost omnigenic trait. Such traits cluster like in this picture, unsurprisingly following the clustering of genome as a whole. It is no surprise either that it correlates with major racial groups very well.

It is not environmental either, as intelligence and achievement gap is just too persistent and universal for that to be the case.

As I've said before, you got different ethnic groups that fall under caucasians that have both high and low IQ. You have different ethnic groups that fall under mongoloid that have both high and low IQ. The low end ends up being around the same average as blacks.Are you telling me that the reason for a mongoloid, which clusters very close to other mongoloid to have an average IQ closer to black than other people of it's group is entirely due to genetics? You cannot deny the environmental aspect of intelligence. Blacks on average in the UK actually score higher than than black in the US, and some ethnic black groups actually score significantly higher on average than whites in both the US and UK.

Except that we know the gene that causes red hair and understand how it works. We don't know what causes a higher or lower intelligence. All we have are a few studies that looked at correlations between certain genes and intelligence, without actually explaining in detail what the gene does and how it impacts intelligence in the same manner we are able to explain red hair. And as I've stated before. IQ tests on people from a country with low average IQ, on par with blacks, has shown that those people, on entry to the US, had average IQs of their country of origin, but within two generations, the IQ of their offsprings were on par with the host country. So unless genes can completely change within two generations to boost your IQ by 1 SD, there must be an environmental factor at play. And if environmental factors can cause a 15 point IQ drop for those immigrants, then it sure as hell can cause the same in blacks.
