Here's what you do:

Drill a couple new wells.

These are known as relief wells

Pressure on the leak drops

Then you cap the leak

Success!

The only reason this isn't being done is because BP didn't have any relief wells drilled beforehand, and it's gonna take a few months to get all of this set up and operational.

They will of course, get off scot free. Maybe a slap on the wrist fine of a hundred million dollars or some other inconsequential sum.
