You probably learned about recessive and dominant genes in high school biology, but basically recessive genes only manifest in offspring if the gene is present in both parents. Punnet squares and all that.
People that are closely related are of course much more likely to have the same recessive genes, so when they reproduce, they create offspring with a higher chance of those genes manifesting themselves. This is most true for sibling+sibling offspring and parent+child offspring but has little effect on cousins and more distant relations.

Incest is taboo for two major pragmatic reasons:
1)While a single instance of inbreeding probably isn't going to lead to major issues. The problem is with generational inbreeding. The more times you do it the more your concentrating "bad" genes until you're reliably spitting out sports and stillbirths and are probably retarded yourself.
2) Marriage has been a way to make political bonds and climb the social ladder. If you never marry out, then you would accumulate all the wealth and power into a few insular units while everyone else is disenfranchised. If you've got a cousin you can marry off to another family and the wealth spreads over generations.

Regarding 1: The worst case scenario of long term inbreeding is that all your chromosome pairs contain two identical chromosomes. But after just one generation of not-inbreeding, one chromosome in each pair comes from the partner, and it's as if you had never inbred.
