Hypothetically speaking, would it be possible to create some sort of in-ear sound filter? For example, earplugs that allow you to cut out certain sound frequencies? Would it also be possible to build a device that prevents sound frequencies from penetrating? I'm not talking about preventing the sound from penetrating but rather the energy of said frequencies?

Towards which question is this directed? From my expertise in music, white noise basically fills the entire frequency range (save for the really low end) but it does not cancel sound. How would this be cancelling out certain frequencies/preventing energy from penetrating?

Not aware of filters like you're describing them but on option would be to use active noise cancelling limited to a specific frequency.
... the other would be to simply record the ambient sound and play the filtered version with your earplugs.
(e.g. electronic earplugs you wear at the gun range that let you talk normally but reduce the noise of gun-shots like the peltor TEP-100 )

Hunter Ear plugs.

They make ear plugs for hunters now that filter out gunshots, but make very low decibel noises that animals would make, much louder.

The ear plugs allow a hunter to hear a deer rustling leaves 100 meters away, but will block the bulk of noise from a gunshot from their rifle.
