I typically underline important bits and add notes in the margins. Usually with pencil, but I have an erasable pen for glossy paper.
I find it works as mnemonic device, by just looking at my notes in the book I can usually recall most details from the section I without needing to review everything.

I consider marking up textbooks to be graffiti. That's what notes are for.

I always underline (with a ruler to be precise and tidy), and I always do it in such a way that if you read only the underlined text it still makes sense grammatically, so basically I form whole sentences. This means that I underline almost everything, but if I don't do this I struggle to study. I don't write that much though, just some small annotations here and there, but very unfrequently. Of course, ALWAYS in pencil

No, why would I? That's what notebooks are for.

Good strategy for learning. I don't have physical math books so I can't really do that effectively, but if I did I would definitely write notes all over it, especially the parts that take some time to understand to make some helpful notes for future use. It's your book - why would you even buy a physical book if you don't allow yourself to act like it's yours. Also I guarantee that the person who takes notes in his book will beat the one who doesn't in understanding
about 90% of the time.
