Technically, yes. You'd need to have fields of panels. These panels would be highly reflective on one side and as black as possible on the other side (Vantablack level black.) When the sun shines on the panels, you flip them to the reflective side. When it is night, you flip them to the black sides facing the sky. Inside the panels you pipe heated liquid from a heat pump that is gathering heat from the atmosphere. This will cause the panels to heat up and radiate some of that heat from the black side out into space. This will only work well on clear sky nights.

FYI, you can actually make a fridge using this principle. You just make a solar box cooker with a funnel reflector, but use it at night facing a clear sky. The temps inside the container will begin to drop further than ambient temps. You can even make ice doing this, using the right design and materials.

There are a few ways we could increase Earths albedo that would reduce average global temperatures but it's a much worse solution than greatly reducing CO2 emissions as it's only practical to do this in some areas drastically changing weather patterns.
