it eventually runs out of water. There is the idea of the downdraft tower which is basically a way you can scale up a drinking bird to generate a pretty good amount of power using freshwater in hot dry regions. Except freshwater is often hard to obtain in hot dry humid regions.

Hydrosonic water heater uses cavitation and can achieve over 100% efficiency by converting mechanical/electrical energy into thermal energy.

Why can't we use that thermal energy, convert it back into mechanical/electrical, and power the device? perpetual motion, at least till the bearings wear out or the device rusts

A vacuum torus, airtight, with a single helium nucleus whirling around inside propelled by and kept from colliding with the sides by external EM wave emitters. Unless I am a fucking idiot and EM waves don't exert force on particles or the waves won't penetrate the outer rim of the torus it should work.
