This is especially true as we start becoming a space-faring civilization, where smaller people have a supreme advantage in spacecrafts and spacetravel (astronauts aren't even allowed to be tall).
Think about it, if you could support a population of 50 million small people, who were all genius-level intelligence, for the same resources and energy as a competing country does with 20 million people, you will beat them. You will have equivalent quality but significantly higher quantity, your military capabilities will be greater, your economic and scientific output will be greater, and you'll do it all for less resources.
