Keep in mind the mythbusters were trying to leisurely walk or even stand on water. With your legs dedicated to pushing against the surface tension of the water by running at full speed and with shoes that expand to give your feet more surface area, you can get some brief effect. OP's video looks a little excessive, but I don't really know enough of the specifics to say for sure.

Well, as >>1094083 already stated, Mythbusters did that too. In the episode, the guy not having the walrus mustache and wearing a beret, had two shoes. The one type resembled snow shoes and the other was like mini-canoes in his feet. He plummeted to under-water as he stepped on it with snow-shoes, but the canoe-things helped him stay on surface. However, there is a reason why people SIT while they paddle in canoes. In Myth Busters, the balance for these canoe-shoes was pretty much fucked and the guy was constantly swaying. Additionally his feet were drifting apart, which only got things worse.
