No, it says that if you cannot measutre those directly, without reference ot other objects (that is the laws don't change depending on how fast you move) these values can be described as being conserved. It doesn't say anything about if they actually are, as long as you have no acces to the absolute values, it can be described as such, there is no way it could not be and that is quite obvious.
