At this point in time, I don't think it matters that much. What's more intriguing, is why we have no rovers on the moon, no permanent base there, no satellite webcam continuously showing the Earth, no data from lunar lava tubes etc. And also why we no longer have the blueprints for Apollo, the original video tapes, and why the Nerva nuclear engine was never utilized.

Similarly, the way the British Black Arrow program, was scuppered while on the point of success, also stinks to high heaven.
