How could we create a fully fertile hermaphroditic human being? What are the biggest challenges, and how could we overcome them?

The male and female sex organs essentially correspond to each other, ovaries are developed from the same source as testicles, the penis is the clitoris. Would the hermaphrodite you're imagining have both sets? That would require the person have a duplicate of the entire system when an embryo.
