Is it possible to scientifically tell if you are looking at a sunrise or a sunset just from looking at a photograph of it?

I don't know but that looks a lot like the sunrise of "The Waves" by Virginia Woolf, so it's probably a sunrise

Ideally, no.
But realistically, I can think of many factors that differentiate sunrises and sunsets. During the day, the sun is heating the air and the ground. This leads to air movement that tends to pick up particulates (e.g., dust, smoke, etc.) and keep it in the air. It also leads to water evaporating (relatively) quickly from anything like lakes and rivers in the area. In addition, quite a few things that people do (e.g., driving) tends to happen primarily during the day, so it "pushes" more pollution into the air during the day. Thus, at the end of the day, the light is shining through air that carries more particles, which almost inevitably does more to diffuse the light.

if the photograph is of a landscape with identifying features, then you can try to find where the photo was taken in real life, then you'd know which way is North/South. Easy if the photo is of a famous place.

Frankly looking at the horizon I don't know, meaning I am not informed of colors mentiOK bed above to reveal ether!

In this case I would look away from sun and horizon and look at surrounding sky, I would think lighter surrounding sky would indicate sunrise, reason being that to me it seems the sun rises quicker illuminating the surroung sky more than when it goes down it seems slower and dims the sky!

It may be picture of sunrise! Speculating on all fronts here!
