Same thing that causes the difference in appearance. Genetics. Evolution doesn't stop at the neck.
With that said, there is a large variance within populations meaning there is no reason to discriminate against people on that basis.

The real social problems are crime, unemployment, poverty, social cohesion, etc. Those should be solved regardless.

Also, people are not worth less just because they are less intelligent. There's more to humanity than intelligence. With that said I believe genetic engineering will soon give everyone a chance at being born a super-genius.

Nature and nurture! Where nature comes short nurture makeups for it! It makes up enough to ensure productive actions are supported by those who may not be as intelligent, because the creative intelligent ones need support to achieve on grand scale!

It's all balanced and all useful. If everyone had, has a.high IQ who would have supported the industry and everyday living to ensure some can concentrate on sci only, and even with automation this feature will still be required!
